The Role of Women in Political Participation in Cambodia: A Case Study of Svay Rieng Province

Abstract

The government considers women as the backbone of Cambodia's economy and society. Despite a good sign, the female parliamentary representation in Svay Rieng fluctuated in the last three mandates (60% in 2008 and 2013, 80% in 2018, and 60% in 2023). The study aims to investigate the “socioeconomic”, “traditional-cultural”, “family”, and “personal” factors affecting gender roles in political involvement in Svay Rieng province, to assess perceptions and attitudes regarding women's political engagement. A mixed-methods approach was utilized, administering surveys to 119 participants and semi-structured interviews with 8 women actively participating in politics and leadership roles, using snowball sampling. The findings emphasize 1) Family-factors (domestic responsibilities, violence, and lack of support) hinder women's political participation the most, 2) Personal factors: limited education and self-confidence, 3) Socio-economic obstacles (the social devaluation of women, violence against women, limited outreach initiatives, and the impact of economic crises), and 4) Traditional customs, cultural norms including prescribed gender roles further contribute to the challenges faced by women in politics. Despite these obstacles, the study identifies positive perceptions and attitudes towards women's political participation. Participants underlined the need to empower women at both the national and sub-national levels, as well as fostering capacity development and extending possibilities. The recommendations include adopting gender equality legislation, increasing awareness, improving capacity-building programs, providing supportive infrastructure, engaging male allies, promoting cooperation, and assuring long-term commitment. A future study should look at additional elements that may impact women's political engagement, as well as evaluate the efficiency of existing policies for empowering women in Svay Rieng.

Sereyrath EM, The National University of Kamchaymear

Dr. Sereyrath Em is a Cambodian government teacher of English with a higher education degree, a visiting lecturer at the National University of Cheasim Kamchaymear (NUCK) and some other universities, and an Editor at the Cambodian Journal of Educational Research (CJER). He is also the founder and the Editor-in-Chief of the Cambodian Journal of Educational and Social Sciences (CJESS). Prior to this, he was a secondary school teacher of English and Khmer languages. In 2017, he graduated with a Master of Arts in Teaching English to Speakers of Other Languages (MA in TESOL) from Human Resource University (HRU), and in 2019, he graduated with a Master of Education in Educational Administration from the National Institute of Education (NIE) with the support from Cambodia International Education Support Foundation (CIESF), and he earned his MBA from the National Institute of Entrepreneurship and Innovation (NIEI) in 2023. Then in late 2023, he earned his Ph.D. in Educational Science from Khemarak University, Phnom Penh, Cambodia. From 2020 until now, he has studied and become a Ph.D. candidate in Educational Administration at the University of Cambodia too. He was also trained at the Regional Language Center (RELC) two times between early 2020 and early 2021 concerning teaching listening, speaking, reading, and writing. He also attended a seminar on Green Energy Development for Cambodia in Beijing, China in September 2024. His research interests include English language teaching, teaching methodology, educational management and science, educational leadership, learning and teaching motivation, and learning and teaching challenges. Currently, he is also a Ph.D. student specializing in Cooperative Education at the Institute of Social Technology, Suranaree University of Technology, Thailand.

Vatheana Nut, Svay Rieng University

Assistant Professor, Vatheana NUT, has been teaching for almost 20 years at all educational institution levels ranging from Primary school, Secondary, High school, and University. She has worked as a lecturer at the Faculty of Business Administration at Svay Rieng University since 2016. She lectures various subjects such as Principle of Accounting, Financial Accounting, Managerial Accounting, and Financial Statement Analysis to both Associate’s and Bachelor’s Degrees. Besides, she is a key person in the Academic Office providing student service at the front desk. Assti. Prof. Vathena holds an MBA in Business and Pedagogy (Bachelor +1) in Economics-English. In high school, she was a teacher of Economics and a technical team leader from 2011-2026 before she transferred to Svay Rieng University.
